Color palette icon is not in WYSIWYG editor

I changed the Wiki settings to include the color palette in the WYSIWYG editor (as explained in help files in Internet) in order I can change the text color, but it is not showing the icon in order I can use it.

I added "forecolor" and "backcolor" to the toolbar, but the chagens are not saved.

I restarted the computer (server), but it did not work.
