JAR generic installer does not end up with the right environment extension descriptor

It is seen by Core Extension scanner (and so Active Install) as a jetty/hsqldb package.

The bug come from the fact that target/classes/META-INF/* files are not put in the package. That also means the NOTICE file is wrong.
