Backlinks panel disappears on pages that don't have backlinks

Steps to reproduce:

-login
-go to administer wiki
-add Backlinks Panel & save the layout
-go on the home page and confirm that Backlinks panel is present
-Go to administer Space, and you'll notice the panel is not there anymore.

Go to any space and click on Administer Space. You will notice the Backlinks panel disappears.
Also, when creating a new page, that doesn't have backlinks, the panel disappears.
Maybe this is not a bug, but it is an odd behavior.
