Add a filter API to create favorites

We need to be able to import favorites from Confluence.

This would be best done from confluence-xml, and thus a filter api would be fitting.

We therefore need to move some Velocity code to a java script service and to a java favorite manager component, provide a filter api and an implementation that will use that favorite manager.
