The favorites page tree should be completely hidden

Currently, the Favorites.WebHome page is not hidden and so it shows up in the page tree.

The only thing displayed on this page is administration actions, so it's uninteresting in the page tree, as it's not a content page, it will confuse normal users.

Access to it should be provided through an administration section.
