Remove warning about default language for translations files

Currently there is a warning in the GitLab app UI about the default language of the pages, when not empty.
This warning does not apply to "content files" (as defined by the xar plugin), which are mostly Translations files.
The full fix should be to take configuration for content pages and technical pages and warn according to the config, but as a start, translations files should not warn.
