Automate creation of JIRA project for XWiki Contrib projects

Right now when we create a JIRA project for an XWiki Contrib project, it means doing manually:

1. setting the category
2. setting the custom xwiki workflow
3. setting the custom xwiki screen scheme
4. setting the custom xwiki field configuration scheme
5. setting the custom xwiki notifications scheme
6. setting the custom xwiki permission scheme
7. setting the project lead
8. setting the project URL

The goal here is to automate steps 1 to 6. Steps 7 and 8 have to be done manually.
