Generate and replace the documentation header in translations file by a reference header

It makes easier to have the right header depending on the locale (put a place holder in for the locale in the reference header) and it's a great way to automatically add a header everywhere it's missing or fix outdated headers

Probably need two different headers for properties or XML since the encoding is different.
