It's not easy to clean revapi ignores on master branch when releasing a first branch final

When we release 13.5 final we have a script which upgrade the previous version and clean revapi ignores on master branch. Problem is that master might have some new ignores since 13.5RC1 which are supposed to be kept but the scrip have no way to know which ones.
