xwiki-recommended list isn't proposing recommended versions

Following XINFRA-322 ; there is a channel for following recommended versions of XWiki. However, today the channel doesn't propose the correct XWiki version.

For example, at the time of writing this issue :

• The LTS is 12.10.10
• The stable is 13.8
• The recommended is 13.4.3

However the packages proposed in the recommended channel (http://maven.xwiki.org/recommended/Packages) provide XWiki in version 12.6.x.

Maybe there's a process to mark a version as recommended that has not been executed upon the release of 13.4.x
