Deleting old suggestions after their modifications

At the moment, if the user makes some suggestions and they decide to edit their suggestion, that is what happens after hitting on the pencil icon:

1. If some modifications were made after pressing "Suggest," it will overwrite the old one
2. Instead of two records as a history of suggestions, there'll be only one (with the last modification)

Note it was workable in previous months (this autumn), and after some changes, it stopped.
