Starting a new translation in https://l10n.xwiki.org leads to an empty translation file

Whenever someone starts a new translation in a Weblate component, but doesn't perform any translation it leads to the creation of an empty translation file. This is very annoying as people might start plenty of translations to see the translations keys without actually performing the translations, and we then have to manually remove those since we cannot push the empty translations files...

We're talking about hundred of files in some cases. Weblate should only commit proper translation files, we should probably review the way those are created on the first place.
