Release script should still support branches without npm release

    Description

      Modifications were brought in the release script with XINFRA-446 to support npm packages, however there's apparently no check at all of XWiki version and few lines only concerned modules that are not part of older branches than 18.x while we still need to release 17.x or even 16.x
