Do not insert empty script tags if tracking is not configured

Currently the <script> tag is added first and then checked if the config is set up.
It might be better to first check if one has a server url + site id before inserting the script tag to avoid empty script tags in the generated HTML. (Admittedly this is cosmetics.)
