Add contextual help in tooltips

When hovering over a ribbon button, a tooltip is displayed that says "XWord - press F1 for help".

Pressing F1 sends the user to the standard MS Word help dialog that doesn't talk about XWord at all.

It would be good to have contextual help displayed in the tooltip instead (such as "Use this button to perform this action. This action does this:...")
