Attribute correction filter does not work properly

In some cases Word outputs html attributes in the following form:

<tag attribute=AttributeValue ...>

The correct form should be:

<tag attribute='AttributeValue'> or <tag attribute="AttributeValue">

The filter doesn't seem to work when the attribute's value is numeric.
