Easy access to the UTC and server timezones

We have methods for getting a specific timezone, given its name or its difference from UTC, but we can't easily access the default (server) timezone, and getting the UTC one requires to specify a 0 delay. Two new methods:

$xwiki.jodatime.serverTimezone
