Problem editing the Watchlist notifier for users

Steps to follow to reproduce:

• Log in as Admin
• Click on Administrator from the top right corner
• Click on Watchlist
• Click on the pen to edit the Watchlist Preferences
• Click on the dropdown

• Log in as a different user than the admin in a different browser
• Click on your username from the top right corner
• Click on Watchlist
• Click on the pen to edit the Watchlist Preferences
• Click on the dropdown

Result: the drowpdown for the user displays code instead of the type of notifier (daily, hourly, weekly)
