Table require three empty lines instead of two to be separated by an actual empty line block

I have case creating sequence of tables like

|= |= 
| | 


|= |= 
| | 

Although there are 2 empty lines between them in the markup, these tables somehow Stick-tables.png.

The expectation is to have

<table>...</table>
<div class="wikimodel-emptyline"></div>
<table>...</table>

But even with two blank lines, the div is missing.
