PutFootnotes macro: Automatically add heading if missing

Just a suggestion based on personal preference:

Would be nice if the autogenerated PutFootnotes macro created a Heading such as "References" before the list of references. This would help consistency on large wikis. As it's used to translate the references macro from Wikipedia it would need to check if the heading text existed first, otherwise it would create a duplicate heading I think.

I realise this is for footnotes in general but I feel like it's main use on a wiki will be for References
