"Rights editor help" in "Access Rights" should be smaller

Steps to follow to reproduce:

• create a new page and go to edit mode
• in the "Choose editor:" panel click on "Access Rights"
• in "Access Rights" go under the "Welcome" panel on the right and click on "Rights editor help"
• click on "Users"

Result: You will notice the space reserved for "Rights editor help" should be smaller (see attached image).
