Impossible to create a new page/space using the menu actions in an empty Database

The problem is that Create page and create space are using a document. They should be moved to a template for several reasons:

• It'll allow to be able to create page/space in an empty wiki
• It doesn't seem right that when a user wants to create a page he goes to a page itself, with the ability to edit it, delete it, etc.
