    Description

      Content edit menu has z-index specified:

      colibri.css (line 753)
      #contentmenu, #contentmenu.submenu, #contenteditmenu, #contenteditmenu.submenu {
  z-index:999;
}

      which forces its display on top of the WYSIWYG glass panel and dialogs.
