Use lazy User loading on the User Management page in XWS Administration

On the XWiki/XWikiPreferences?section=Users page in XWS, the full list of users is displayed. This does not scale well with 300+ users (actually it doesn't scale at all with 1,000+ users). We need to use the same lazy user loading as the one used on the Directory page.
