On a private workspace, only admins can access content, not writers and readers

If we add a user to a workspace, with the Private publication setting, then the new user cannot see things like Photo Galleries even if that user is an Author and there is no UI to allow permissions to be changed even by the administrator. the only way for the new user to see content is to change the workspace to public from private.
