Non admin user does not get a disabled "Install" button for not installed macros

    Description

      Steps to reproduce:

      1. Login with as a simple user
      2. Edit a page
      3. Click on Insert > Other Macros
      4. Scroll down the macros list 

      Expected results: The macros listed as "Not installed" are not displayed (they are displayed only for Admins).

      Actual results: The "Not installed" macros are listed in the macros picker.

      NOTE: If the user selects one of the macros and clicks on the Install buttons he sees the "Failed to install the macronamexwiki/2.1 macro." message.
