Permissions are not migrated for blog-only spaces or migrations

When a Confluence space only contains a blog and no regular pages, permissions are not migrated. This is because permissions are currently read when sending regular pages. A fix is to send the root confluence space, and then the permissions, and then the regular pages, and then the blogs, instead of the space, the regular pages including the permissions, then closing the space, and then opening it again for blogs.
