Allow importing groups without users

Sometimes, it is better to import users from another source (like LDAP), but importing groups from the Confluence package is still needed. We shall:

• make the "Import users" option only related to users (this is technically a breaking change)
• provide a new "Import groups" option, true by default (which mitigates the mentioned breaking change)
