Don't prefix well-known macros provided in XWiki standard even when using the unprefixedMacros parameter

We have a list of standard XWiki macros that should not be prefixed by default. This list should at least contain tip, toc, code. This should probably be the default value of the unprefixedMacros parameter, but this would be a breaking change. A new parameter would also be an option, but that would mean two parameters saying the same thing. However, standard xwiki macros are special so there is a case for a separate, new parameter.
