Provide information about why a CR is not compatible

Change request used to be not displayed when there's incompatibility issues, but this can be surprising for users to not see the CR they're looking for.
So instead we should display the CR, even the incompatible ones, and check the compatibility afterwards and provide information about why it cannot be selected if it's incompatible.
