Split is not properly performed in case of right inconsistencies

Reproduction steps:

• Create two pages Toto and Tata and a user Foo
• Create a change request containing changes for both pages
• Allow explicitely view right to user Foo on space Tata
• Forbid explicitely view right to user Foo on space Toto

Expected result:

• The created CR is splitted and two CRs are created

Obtained result:

• The CR is not splitted. But it gets splitted when changing again the rights on Toto to remove the deny
• For some reasons when pages contain approvers 4 CRs are created instead of 2
