Bad encoding when saving title and description

    Description

      ChangeRequest requests that use forms to submit data have this problem, for example, SaveTitle, SaveDescription are the ones I did encounter.
      XWiki's Set Character Encoding filter is unable to filter URLs handled by a ResourceReferenecHandler<ResourceType>, resulting in no way for characterEncoding to be specified. As a result, character parameters from other languages are not received correctly. I am not sure if this is an XWiki problem or a ChangeRequest problem, can you help me?
