Fix to 3277 introduced a related issues- On beta edit an open resoruce as a regular user, an extra version (Two) are genreated.)

    Description

      If a non admin makes a change to an open resrouce in the info tab, two versions are generated The second of which is identified as a rights change, (Change.assetfcdate) even though no change was or should have been made.
