Configuration page could be hidden due of deprecated property usage

It happen on a XWiki instance 17.10.9. When I just edited the JIRA config page from the Admin UI it ended by having the configureGlobally property removed. Unfortunately it's not easy to restore it as it's a depreciated property.

We should use the new property scope which should solve the issue and avoid this issue on other instance.
