Page BasicAuthConfiguration is created as non-hidden

Upon migration from Jira macro from before version 11 to version 11+, the configuration of the jira instances is migrated, following JIRA-84 and JIRA-85 .

A new page needs to be created for this migration, JIRA.JIRAuth.BasicAuthConfiguration, to hold the data for the connexions to jira instances with service accounts, that can be managed from administration.

When this page is created following migration, it's created as a non-hidden page, that shows up in the page tree to all users.

This page should be hidden, it should not be visible as a page from the page tree.
