Owner of Basic auth configuration page should be always superadmin

Currently when we create a Jira server, in the Jira configuration, the page which store the basic auth credential can have different owner and in worse case it could be owned by guest which is quite bad.

This is to fix this issue to ensure that the owner of the page is always correct.
