Numbered figure transformation fails when using a wikimacro which does not use {{wikimacrocontent}}

This is because the transformation logic is expecting that the FigureMacroBlock is located under a MacroMarkerBlock and a change of behavior (aka a regression) changed this, see XWIKI-16708 (see also NBREF-9).

The workaround is to bulletproof the transformation algorithm and not expect the parent of a FigureMacroBlock to be a MacroMarkerBlock.
