Retry sending the information when it didn't work the first time

ActivityPub is about several instances communicating, so it might happen that for some reasons some instances are unreachable for a certain amount of time. In that case the protocol defines how the messages should be sent back later.
We should implement a dedicated scheduler to perform that operation in case of failure when sending some messages.
