Tag cloud not populated with all tags

    Description

      With one tag in use on a number of pages, the Tags page displays the message "No documents have been tagged yet...".

      I added a second tag, then the first tag appeared in the tagcloud.

      I then added a third tag, and the first and third tags only appear in
      the tagcloud.

      This appears to only be an issue in the tagcloud, as the URL
      /xwiki/bin/view/Main/Tags?action=viewTag&tag= works with all three tags
      appended to it.

      Encountered on XWiki Enterprise version 1.8.17790
