Build fails when done with a clean maven repo (and on CI)

See the builds from the CI https://ci.xwiki.org/blue/organizations/jenkins/XWiki%20Contrib%2Fworkflow-publication/activity/ that starting failing since june last year.

The issue is the one from CPARENT-18 , and the solution is the same one - either change the parent pom of the publication workflow to inherit the proper parent, or add the same fix in the workflow parent pom.

This issue is rather hard to notice otherwise than in the CI context, because if it's done on a local with an existing repo, the dependency will be found.
