Environment Configuration should only use a "Restricted" configuration source

    Description

      Right now we use the default configuration source which means also looking in wiki documents when in platform but that's not right since wiki documents require an environment to be set.

      Another, even more important reason, is that this opens a security issue since it means being able to change the permanent directory location from within wiki pages (space webpreferences, xwikipreferences).
