Get rid of JDOM 1 dependency

    Description

      We need to get rid as there's no more releases of JDOM1 and thus no security fixes (nor bug fixes).

      One problem is that it's exposed in org.xwiki.xml.html.HTMLUtils.

      It's also used by the old rome 1 version, so it requires XWIKI-15705.
