Provide a helper to create easier to translate parameterized exception messages

There are cases where it would be interesting to translate the exception message which is not something easy with standard exception especially when the message contains variables pieces.

Having an exception which expose the same API as org.xwiki.logging.Message would make both the creation and the translation of parameterized messages very easy with already existing XWiki tools.
