WebRss doesn't support the tag parameter

To reproduce:

• Tag a page with "sandbox"
• Create a page and put in it:

  {{activity tags="sandbox" rss="true"/}}

• Click on the RSS link and notice that it shows items for all recent docs and not just for docs which have the 'sandbox' tag.
