when you download a file or a picture through the wysiwyg editor we have to reverse the order of the 2 panels

When you want to download a picture or a file with the wysiwyg editor the first panel propose you to insert the document but you have first to download it or to search it in the second panel under this first one. I propose to reverse the order. First the panel to download or select, secondly the panel to insert in the wiki page.
