Cannot Export XAR and locally reimport xwiki:XWiki.XWikiOrgSkinExtension

      After the 5.4 upgrade (not sure if it happened before, in 5.2) if I go xwiki:XWiki.XWikiOrgSkinExtension and Export - XAR and try to reimport the XAR locally I get an empty archive.

      If I try to unpack the archive I get 'Data is corrupted'

      When I did the redesign for xwiki.org (some time ago) this was tested and worked.
