Clean up users and permissions for contrib projects on jira.xwiki.org

What we need to do:

• add all the committers from contrib github to the contrib-committers group on jira (I've created this new group today and it has only 2 9 users right now). Need to copy and find process to sync https://github.com/orgs/xwiki-contrib/teams/xwikiorg
• -modify all contrib projects to have xwiki-committers + contrib-committers in the Committer Role- Done
• modify all contrib projects to use the "XWiki Open" permission scheme
• remove the "XWiki Open for Contrib" scheme
• clean up manually added committers in the various projects
• -Modify the XWiki Contrib template to set the committer role by default for contrib projects- Done in XINFRA-167
• -Remove the members of Special Contributor roles/groups for all Contrib jira projects-
