      On https://www.xwiki.org/xwiki/bin/view/Documentation/AdminGuide/Installation/InstallationWAR/InstallationJetty/

      [JETTY_HOME]/webapps/WEB-INF/xwiki/xwiki.properties files

      should be

      [JETTY_HOME]/webapps/xwiki/WEB-INF/xwiki.properties file

      (swap WEB-INF and xwiki and change files to file.
