Automatically use utf8 encoding in XWiki pages translations when chars are 4 bytes

We currently don't perform encoding conversion of characters in XWiki pages translations, but in some cases it could lead to problem, e.g. if the DB is using utf8mb3 and the characters are using 4 bytes.
So we should automatically convert characters on 4 bytes to UTF8 to avoid problems when importing those pages.
