Many Japanese translation cannot be installed on MySQL "latin1" encoding

    Description

      It seems that many Japanese character use 4 bytes in UTF-8 which mean that MySQL utf8mb3 does not support them.

      This causes many errors in the log, whether you need the Japanese translations or not (and you most probably don't if you use utf8mb3 anyway).
